Senior Administrative Officer: Properties
Salary: R367 255.97-R385 941.06 per annum (Post Level 04, subject to job evaluation)
Requirements: • A relevant Bachelor’s degree in Development and Management or equivalent • Sound knowledge of research in strategic planning and management • Sound knowledge of spheres of Local Government and its legislation • Computer literacy • Sound communication, report-writing and presentation skills • 3-5 years’ relevant experience in Local Government, preferably in relation to integrated development or strategic planning • An appropriate valid driver’s licence.
Main duties: • Acquire land or assets for municipal purpose • Alienate or dispose of land/assets • Servitudes: Open Township Registers • Budget control and responsibilities in general: Coordinate, manage and control sectional activities.

Senior Administrative Officer: Housing
Salary: R367 255.97-R385 941.06 per annum (Post Level 04, subject to job evaluation)
Requirements: • A Grade 12 Certificate plus a relevant B degree or equivalent • 6 or more years’ relevant experience in at least one of the sections properties or housing will be recommended • Administrative abilities to deal with community demands and to communicate and negotiate professionally with the general public at local level, Councillors, developers, contractors, etc • Good communication skills • Conflict resolution skills • A valid driver’s licence.
Main duties: • Acquire land or assets for municipal purposes in terms of legislation • In cooperation with Urban Planning and Spatial Framework identification, identify suitable areas for the acquisition of land/assets for municipal purposes, mineral rights, Deeds Office Data and land valuation • Recommend to Management strategies for securing funding for land purchases and projects or by selling land, as well as to budget for identified projects • Negotiate conditions, conclude agreements and acquire fixed municipal assets, property/land for municipal, erf creation and housing delivery purposes • Alienate or dispose of land/assets • Recommend Sector Planning and Project Budget provisions to Management • In cooperation with Civil or Electrical Engineering, confirm status/accessibility of services to create stands • Confirm applicable legislation, status of policies, delegated powers, procedural manuals, etc • Carry out identification of prime land with a high development potential, instructions for valuation of identified erven, and write report to Council for principle approval • Carry out identification of “land identified as land where the general public may NOT have an interest in” and earmarked for development and disposal in terms of Sec 113 of Act 56 of 2003 • Servitudes: Carry out administration for private servitudes in favour of private institutions over municipal land (such as Eskom power lines) affecting municipal assets, by means of report-writing or to be approved by the Municipal Manager in terms of delegated powers by means of valuation (where required thereto), report-writing and negotiation on conditions with applicants (to protect municipal rights) • Opening of Township Registers: * Evaluate Layout Plans and General Plans and confirm erf data with Deeds Registry data to identify municipal assets (parks, streets, reserves, erven, etc)
* Ensure or capture township register data and land use data on internal assert data systems • Budget control and responsibilities in general: * Monitor operational expenditure for monthly purchases/requirements and recommend to Management strategies, programmes or financial plans to address the identified needs for land availability * Attend meetings related to property management services * Communicate effectively with the public and officials in general
* Liaise with government institutions, attorneys, town planners, land surveyors and/or the public * Keep up-to-date with legislative changes and advise Council accordingly.
