Office of the Municipal Manager
Salary: R367 255.97-R385 941.48 per annum (Post Level 04, subject to job evaluation) plus transport allowance based on 650km per month
Requirements: • A Bachelor’s degree in Public Administration/Development and Management or equivalent • Sound knowledge of research in strategic planning and management • Sound knowledge of spheres of Local Government and its legislation • Computer literacy • Sound communication, report-writing and presentation skills • 3-5 years’ relevant experience in Local Government, preferably in related to integrated development or strategic planning • An appropriate valid driver’s licence.
Main duties: • Assist in preparing the IDP Framework and Process Plan to inform stakeholders of guidelines and steps that will be followed in developing the IDP in order to ensure integrated planning and coordination amongst stakeholders • Coordinate IDP structures by arranging stakeholder meetings, the IDP Steering Committee and IDP Representative Forum • Comply with all statutory requirements in respect of the IDP process • Support Management with the planning, monitoring and review of and reporting on municipal performance against the IDP • Ensure that the needs of the community are captured in the IDP • Attend meetings related to the IDP to ensure that the Process Plan of Metsimaholo Local Municipality is aligned to that of the District and to be aware of the latest guidelines and matters that are recorded for consultation • Initiate ward-based planning and development of ward development plans • Submit an accredited IDP to Council for approval in May and to MEC Cogta • Conduct municipal ward analysis by participating in ward forums/meetings to determine delivery against the IDP and SDBIP • Monitor and evaluate the IDP by analysis of monthly and quarterly reports to ensure that delivery departments are aligned with the IDP and SDBIP • Facilitate educational awareness workshops on the IDP and change management in order to foster and improved culture of performance in the Municipality.
