Manager: Civil Engineering Services
Salary: R514 914.48 per annum (Post Level 01, subject to job evaluation)
plus transport allowance based on 850km per month
Requirements: • A B degree/National Diploma in Civil Engineering Services • Extensive knowledge of engineering or
building and contracts • 5 years’ experience at middle or supervisory management level, preferably in local government
planning • Sound communication, report-writing and presentation skills • Sound knowledge of spheres of Local Government and
its legislation • Computer literacy • An appropriate valid driver’s licence.
Main duties: Be responsible for management and control and all administrative functions by: • Managing the Civil
Engineering Services Department of the Metsimaholo Local Municipality and services to a private town’s rural communities
• Compiling an organogram of Civil Engineering • Ensuring effectiveness and efficiency within the section • Setting norms on
performance and policy for all sections • Evolving and implementing systems (standard forms for auditing) within the
Department to ensure that work is executed and statistical evidence is kept • Checking financial systems and expenditure
profiles and consulting with divisional heads as to better the expenditure curve in conjunction with cash flow predictions of the
Council • Planning complete workforce and equipment needed for the execution of maintenance and capital work within the
Department • Dictating future expansion of all civil engineering services to supply basic services to all people by taking into
account population growth rate in the area and statistical evidence from own department and complaints lodged • Reviewing
reports of divisions in order to place projects on the capital budget and IDP for future execution • Representing the Civil
Engineering Department at various relevant meetings and committees • Controlling and supervising the maintenance and
construction of Council’s assets • Attending all meetings of Council’s Local Labour Forum • Chairing departmental disciplinary
hearings (involving the legal advisor, human resource representative and union representatives).
