Job Description

Applications are herewith invited from suitably qualified persons for 
appointment in terms of the Municipal Systems Act, No 32 of 2000 and Local 
Government Regulations on the Appointment and Conditions of Employment of 
Senior Managers of 17 January 2014, Government Gazette Number 37245 on a 
5-year fixed-term contract (coupled to an annual renewable performance 
agreement) for the following vacancy:

Community Services Director
Remuneration: R919 508 - R1 081 773 - R1 244 039 per annum (package will 
be paid as per determination of upper limits circular released by the Minister 
of Corporative Governance and Traditional Affairs dated 4 July 2016)
Requirements: • A Bachelor’s degree in Social Science/Public Administration/Law or 
equivalent • 5 years’ experience at Middle Management level • Proven successful institutional 
transformation within the public or private sector • Good knowledge and understanding of 
relevant policy and legislation • Knowledge of parks and recreation management • Knowledge 
of applicable legislation related to the services • A qualification relating to the National Treasury 
Competency Requirements for Senior Officials, eg CPMD/MFMP/ELMDP, will be an added 
advantage • Computer literacy in Word, Excel and Windows 2007 programs • A Code EB 
driver’s licence • Registration with the SA Council for Social Service Professionals (SACSSP), 
or similar recognised relevant professional body, will be an advantage.
Key performance areas: • Direct and manage the activities of the Community Services 
Department • Provide an advisory service to Council regarding all aspects falling within his/her 
scope of work and carry out decisions • Develop a programme for infrastructural service 
delivery within the municipal area in line with the IDP and oversee its implementation 
• Perform human resources and administrative activities • Develop, implement and manage 
strategic goals, policies, procedures and plans for his/her Department and advise thereon.
