Job Description

The JDA is an agency of the City of Johannesburg which stimulates and supports areabased economic development initiatives throughout the Johannesburg metropolitan area  in support of Joburg 2040. As the development manager of these initiatives, JDA  coordinates and manages capital investment and other programmes involving both public  and private sector stakeholders. 
The following position is available for an achievement-oriented individual with initiative 
and a commitment to give substance to this vision.

Role of the Johannesburg Development Agency (JDA):To build a more welcoming and 
competitive Johannesburg that is a better city to live, work and play in by: • Leading the process of 
catalysing growth in areas with latent investment potential • Creating great public spaces that are 
designed towards greater adaptability and multiplicity for longer term sustainability • Connecting 
people to opportunities through facilitating efficient mass public transport networks, efficient land 
use  and  transit-oriented  multi-use  precincts  • Co-producing  solutions  in  partnership  with  local 
communities and stakeholders to meet local needs, as well as ensuring that JDA functions as the 
City’s Development Manager ensuring maximum return on investment for the City through 
identification and packaging of Property and Infrastructure Development Opportunities to best 
attract and leverage private sector investment partnerships.
Key responsibilities of CEO:To lead, direct and manage the JDA in such a way it fulfils the above 
role,  through  strategic  oversight  and  leadership  on  the  following  deliverables:  • Prepare  annual 
business plans in line with the JDA’s objectives as well as the City’s Growth and Development 
Strategy and Integrated Development Plans, and ensure that these plans are approved and funded 
• Analyse the nature of urban decay and urban regeneration in various parts of Johannesburg, and 
design projects that will catalyse renewal in those areas • Report and communicate all JDA activities 
and  developments  to  the  Board  and  the  City  • Establish  and  maintain  a  relationship  with  key 
stakeholders (Government, businesses and communities) so that the JDA is well promoted and 
networked  and  able  to  deliver  on  its  stated  outcomes  • Serve  as  Accounting  Officer  of  the 
organisation in terms of the MFMA and take full financial responsibility • Ensure that procurement 
is in line with the Supply Chain Management regulations • Ensure that projects remain within the 
budgeted amounts • Ensure that construction and related contracts are managed, that projects are 
completed within the budgeted parameters, that funds are spent within the time frames in which 
the funds are available, and that any legal or contractual disputes are effectively managed • Ensure 
that all JDA capital projects are delivered in line with project plans and in a manner that is sustainable 
and successfully regenerates the areas in which the JDA works • Design and implement non-capital 
interventions  • Identify,  package,  plan  and  implement  infrastructure  and  property  development 
interventions, thus leading the JDA to be the City’s preferred developer.
Education and experience required: • A tertiary qualification in Business Management, Law or 
the Built Environment • Minimum of 10 years’ executive experience in urban development or local 
government  • A  record  of  success  at  senior  level  in  achievement  of  operations  and  delivery  of 
programmes with, and through partners in public, private and community sectors • Demonstrate 
evidence of continuing management development, linked to significant management achievement 
• Understanding  of  local,  provincial  and  national  government  environment  • Understanding  of 
financial management • Proven track record in managing human capital • A thorough understanding 
of the Joburg economy and development trends, and, at an area-specific level, an understanding of 
local economics, the property market, investment trends and sustainable interventions.
This is a 5-year fixed-term performance-based contract. JDA offers a market-related salary 
commensurate with qualifications and experience.
